OSKEFER Consulting welcomes Er. KHOH Tio Ching to join us as a Principal Consultant!

Er. Khoh has 14 years of design and construction experience in various aspects of civil, structural & geotechnical design including structural design, earth retaining system, impact assessment, tunnel design, foundation design, ground improvement, geotechnical parameters interpretation and soil investigation for large scale infrastructures and buildings in Singapore.

Er. Khoh started his career as a geotechnical engineer with Land Transport Authority followed by senior roles in various engineering consultancy and construction companies such as AECOM Singapore, WSP Singapore and Woh Hup. He is also a Professional Engineer (Civil), Specialist Professional Engineer (Geotechnical) and Specialist Professional Engineer (Tunnelling) in Singapore.

He was involved in various major infrastructure projects in Singapore such as MRT project RTS link between Singapore and Malaysia, Thomson East Coast line, Circle Line 6, Singapore Power Cable Tunnel projects such as Jurong Island-Pioneer Cable Tunnel, PUB NIPEC4, Changi Airport Terminal 5. He is currently the Qualified Person for Integrated Waste Management Facilities (IWMF) and North South Corridor N103 Contract.

Er. Khoh is currently acting as Principal Consultant at Oskefer Consulting in the areas of forensic engineering investigation, failure analysis and root cause analysis in relation to civil, structural, geotechnical failures. In the meantime, he operates his own firm Engineers 717 Pte Ltd for other design related services.

OSKEFER Consulting welcomes Dr Xianbin LIU to join us as a Director & Principal Consultant!

Dr Liu has 17 years of experience in failure analysis, forensic engineering investigation, fire investigation, risk-based design review and condition assessment. In 2022, Dr Liu co-founded OSKEFER Consulting and assumed the role of Director & Principal Consultant.

Dr Liu started his academic research and technology development career as a researcher in Beihang University, China and Nanyang Technological University, Singapore in 2005 and 2008, respectively. Following the receipt of his PhD degree, he started his industrial career in 2014 as a failure analysis consultant in TÜV SÜD, followed by as a senior engineer in DNV.

Dr Liu has completed more than 200 failure and incident investigation projects in different industrial sectors, which cover various materials, including metallic, polymeric, glass, ceramic, concrete, and composite materials.

OSKEFER Consulting welcomes Dr Derek GONG to join us as Managing Director & Principal Consultant! Dr Gong is a seasoned failure investigator with extensive experienced gained through working for industrial leader Rolls Royce, third party consultancy TÜV SÜD and speciality loss adjusters Integra Technical Services and recently Lloyd Warwick. At Oskefer, he will be primarily responsible for expanding our failure investigation/root cause analysis services to insurance industries.

Dr Gong has 16 years of experience in failure investigation/root cause analysis, loss adjusting, risk engineering, and technology development. He is a Charted Engineer (CEng) registered with Engineering Council, UK and a Professional Member of the Institute of Materials, Minerals and Mining (MIMMM).

Dr Gong started his research and technology development career as a postgrad researcher in Southeast University, China and Nanyang Technological University, Singapore in 2006 and 2009, respectively. Following the receipt of his PhD degree, he started his professional career as a failure analysis consultant with TÜV SÜD, followed by as a senior engineer/principal engineer – failure investigation in Rolls Royce focusing on the investigation of gas turbine failures.

He subsequently transited to the insurance industry as a loss adjuster/senior loss adjuster, primarily working on complex engineering losses in the power and energy sectors and high-tech product recall claims.

In 2022, Dr Gong co-founded OSKEFER Consulting to provide engineering consultancy services to insurance and legal professionals, as well as OEMs and operators of critical assets. As an ex-loss adjuster, Dr Gong understands the differences in services required by insurance/legal professionals and that required by OEMs/operators.

Dr Gong also holds a Master of Business Administration from Nanyang Business School. Dr Gong is a Singaporean Chinese and bilingual in both Chinese and English.

OSKEFER Consulting welcomes Dr Chen WANG to join us as a Director & Adjunct Principal Consultant!

Dr Wang Chen has 12 years of research experience in fracture mechanics, finite-element analysis, composite failure and material characterizations. In 2022, Dr Wang co-founded OSKEFER Consulting and assumed the role of Director & Adjunct Principal Consultant.

Dr Wang majored in materials science and computational mechanics and obtained his M.Eng. in Nanjing University of Aeronautics and Astronautics (China) in 2013 and his joint PhD in Nanyang Technological University (Singapore) and Loughborough University (UK) in 2018. Dr Wang’s research focuses on failure modes of composites and numerical failure prediction in multiple length scales.

Dr Wang started his career as a scientist at the Singapore Institute of Manufacturing Technology (SIMTech) in the Agency for Science, Technology and Research (ASTAR).

Since 2018, Dr Wang has been involved in several industry projects to solve critical problems hindering industry adoption of additive manufacturing (AM) technologies. As a principal investigator, Dr Wang is also equipped with much experience in conducting numerical lightweight design and distortion control for additively manufactured metal and polymer parts.

In OSKEFER, Dr Wang will provide consulting services primarily in relation to fracture mechanics and numerical simulations. With his joining, we will be able to provide a more analytical angle to failure analysis/forensic investigation in addition to our well-established evidence-based approach and collectively we could serve our clients better.

On 4 April 2022, OSKEFER Consulting is officially incorporated in Singapore.

Dr Yong ZHAO founded the predecessor OSKEFER Materials Engineering LLP in September 2020 following his long service as Senior Consultant/Technical Lead in the Failure Analysis Centre of an international testing, inspection, and certification company.

With the support of our clients and the rapid expansion of the business, Dr Zhao extended his invitation to three other experts with complementary Experience to join forces with him. As a result, the company is re-branded as OSKEFER Consulting Pte Ltd.

As a multi-disciplinary team, we provide engineering consultancy services, e.g., failure analysis, forensic engineering investigation related consulting, risk-based design review, risk-based inspection and/or condition assessment, troubleshooting, training, and research services.

Thanks to the trust of our clients, we have had the opportunity to work with leading insurance/reinsurance companies, loss adjusters, legal professionals, original equipment manufacturers, end-users/operators of mission-critical systems, and government agencies in various stages of our careers. We are extremely proud of our work to reduce the failure, waste and injuries and contribute to a safer, greener, and more sustainable world.

Dr Zhao has 15 years of experience in failure analysis, forensic engineering investigation, fire investigation, risk-based design review and condition assessment. He is a Charted Engineer (CEng) registered with Engineering Council, UK and a Professional Member of the Institute of Materials, Minerals and Mining (MIMMM).

Dr Zhao has been engaged as Expert Witness in multiple high-profile litigation cases related to claim disputes among various parties. Dr Zhao has attended court hearings/trials in Singapore and Malaysia, and his expert reports, opinions, and testimonies have been followed by the courts.
